The Inspector General of Chinese Maritime Customs has been authorised to proceed to Hong Kong to discuss with this Government the possibility of a Customs Convention which will on the one hand safe-guard China's Customs Revenue which has been made specially vulnerable by the recent increase in tariff, and on the other hand facilitate trade between Hong Kong and China. Mr. Maze has

communicated to me his credentials from the Nanking Government, both in English and Chinese.
